INTERNATIONAL PUBLIC TENDER NOTICE NO: BMD/49/6th GEN/2012-15/11

FOR

PROCUREMENT OF IRON ORE FINE AND LUMP FROM POTENTIAL OVERSEAS 

MINE OWNERS /PRODUCERS / CANALIZING AGENCIES OF IRON ORES

FOR THE PERIOD 2012 TO 2015

 

            Offers are invited on prescribed proforma (form B) available from PAKISTAN STEEL, Bin Qasim, Karachi, PAKISTAN or can be downloaded (free of cost), from the websites  www.paksteel.com.pk & www.ppra.org.pk for procurement of Iron Ore (Fine & Lump) from potential overseas Mines Owners / Producers /Canalizing Agencies or their Authorized Agents having sound standing and repute in the international market on long term basis (03 years) to be used in future Iron Ore blend from 2012 to 2015. The total requirement of such Iron Ores shall be about 0.25 Million M. Tons per annum i.e. 150,000 Metric Tons of Fine and 100,000 Metric Tons of Lump.

 

2.            The desired specifications of IRON ORES (Fine & Lump) shall be as under:-

3.         The information / data shall be considered for assessing the suitability of Iron Ore (Fine & Lump), for use in future blend for Blast Furnace burden, and for arriving at most economical and technically viable burden composition. The final selection of burden components shall be made at the sole discretion of PAKISTAN STEEL.

 

4.         Mine Owners/ Producers / Canalizing Agencies or their Authorized Agents from Israel are not eligible to participate in the tender.

 

5.         The interested parties shall have

 

-        Sound Financial Background

The bidders will be required to submit the following documents in the second stage:

-        Audited/Draft statement of financial position (Balance Sheet) with detailed notes to the accounts.

-        Statement of comprehensive Income (Profit & Loss A/C) with detailed notes to the account

-        Cash flow statement with detailed notes to the accounts.

-        Sound Business Background

-        Minimum of Two years in Iron Ore Export Business

-        Minimum 200,000 MT/Annum Iron Ore Export record

 

5.         Pakistan Steel reserves the right to accept or reject any or all proposals at any time prior to the acceptance of a bid or proposal without assigning any reason thereof.

 

6.       Offers duly filled on prescribed format, completed in all respect, should reach General Manager, Bulk Material Department, Admin Block-III, PAKISTAN STEEL, Bin Qasim, P.O. Box No: 5429, Karachi, PAKISTAN, by January 17, 2012 till 10.00 hours. The offers will be opened by the Tender Opening / Technical Scrutiny Committee publically on same day at 11.00 hours in Technical Library, Operations Building, Pakistan Steel, Bin Qasim, Karachi.

 

7.         The technical offers will be scrutinized by the Technical Scrutiny Committee. The Qualified offers will be entertained for further processing.

 

8.         The successful participants will be issued a letter of intent and final bidding documents and subsequently required to submit their final Technical and Commercial offers on the prescribed proforma in separate envelopes alongwith all required information/documents in support of the information provided.

 

9.         All clear bids will be subjected to evaluation through a simulation program to determine the most economical blend of Iron Ores. The prospective suppliers of finally selected Iron Ores will be issued letters of award and will be required to sign agreement for supply of quantities determined during evaluation. The successful parties will be required to submit a Performance Bond (Performance Bank Guarantee) amounting to US$ 200,000/- for a minimum period of 18 months. If the performance remains satisfactory, the Performance Guarantee will be released.
