OF 40,000 MT (+/- 10%) METALLURGICAL COKE
(BLAST FURNACE QUALITY)
PAKISTAN STEEL invites SEALED “Technical”
and “Commercial” proposal in separately
marked envelopes (s) for the procurement of
40,000 MT (+10%) in one shipment, of Flat Battery
Produced METALLURGICAL COKE, from the Manufacturers/Producers/
Authorized Sole Agents (sole agent means having
authority to sell the coke production of the
Manufacturer / Producer to Pakistan Steel),
having sound financial position and standing
reputation in the International Market. Coke
shall be shipped in vessel size of 40000MT (+10%)
capable of unloading Coke at Iron Ore and Coal
(IOC) Berth of Pakistan Steel, Port Muhammad
Bin Qasim Karachi, on FOBT as well as on CFFO
Basis, as per delivery schedule and specifications
given hereunder:-

2. The desired specifications
of METLALLURGICAL COKE as per Pakistan Steel
standard (PSS-0112-2007) are as under:-

a) QUANTITY:
40,000MT (+10%) depending on the available
draft at IOC Berth of Pakistan Steel at Port
Muhammad Bin Qasim. The port restrictions and
draft declared by the Port Authority upto 31-12-2008
as under (or as notified by Port Qasim Authority):-

6. SAMPLING AND ANALYSIS:-
a) At Load Port:- By a reputable international
inspection agency to be proposed
by Seller and approved by the Buyer.
Note: Pakistan Steel has also right to appoint
inspection agency at discharge port for Counter
quality check.
7. DESTINATION:- Port Muhammad Bin
Qasim, Karachi, PAKISTAN.
8. Manufacturers / Producers/Sole
Agents and / or the offered coke originating
from Israel are not eligible for participation
in the tender.
9. VALIDITY OF OFFER
Offer of freight for the shipments should remain
valid for 18 days and FOBT offer for 45 days
from the date of tender opening (i.e. Technical
Proposal).
10. The information/data shall be used for
assessing the suitability of Coke for use in
Pakistan Steel Blast Furnace as per evaluation
criteria mentioned in tender documents.
11. The tender should be supported by the necessary
Government approval, if required under the regulation
of the Government of the country from where
Met Coke is proposed to be supplied.
12. The terms and conditions for procurement
are specified and given in the prescribed proforma,
to assist the Manufacturers/Producers/Sole Agent
in preparation of their tenders for supply of
Met. Coke to Pakistan Steel and shall be bound
for tender purposes.
13. Terms and conditions of formal contract
to be entered and shall be discussed / negotiated
separately at the appropriate time with successful
bidders (Producer / Manufacturers /Sole Agent).
14. International Public Notice is displayed
on Pakistan Steel’s website www.paksteel.com.pk
and PPRA website www.ppra.org.pk .
15. Tender documents (free of cost) can be

16. CLOSING DATE:

Applications are invited on prescribed proforma
for procurement of 100,000MT (+10%) of Metallurgical
Coking Coal from the world known suppliers having
sound standing financial position and repute
suppliers to Pakistan Steel. The prescribed
application proforma can be down loaded from

2. The applicant will have to abide by the terms
and conditions given alongwith Proforma in addition
to the prescribed format.

4. The Producers / Mine Owners / Canalizing
Agencies, whose offered coal is found technically
suitable shall later be notified the date of
opening of their commercial offer (already submitted
by them earlier with their technical offer in
separate envelopes), which shall be opened publicly
before the Price Negotiating Committee.
5. Destination: Port Muhammad Bin Qasim,
Karachi, PAKISTAN.
6. Producers / Mine Owners from Israel are not
eligible to participate in the tender.
7. Validity of offer: Offer
for shipment should remain valid for 18 days
for freight and 45 days for FOBT from the date
of tender opening and a certificate to this
effect shall also be enclosed separately with
tender documents.
8. Sampling and analysis to be conducted at
load port and discharge port as specified in
the tender documents. The penalties if any on
deviation from specification & rejection
limits are mentioned in the tender documents.

3. DELIVERY SCHEDULE:

effective from the date of issuance of purchase
order, which is to be stacked at the proposed

4. REQIREMEN FOR PROSPECTIVE BIDDERS:
Provision of Original lease documents or copies
duly attested by Notary Public is mandatory
with the firm rate on the prescribed for mate
should be quoted on per MT on F.O.R basis including
all charges for transportation and taxes etc.
5. Those suppliers / traders who are not the
mine owners will be required to provide the
copy of original lease documents of the mine
duly counter signed by the mine owners and attested
by Notary Public as well as to provide original
authority letter issued by the mine owners on
Non-Judicial Stamp Paper, duly attested by 1st
Class Magistrate.

to be used in the blend for Blast Furnace, arriving
at most economical and technically viable to charging
burden composition. The final selection of Iron
Ore (Lump) shall be at the sole discretion of
PAKISTAN STEEL.
4. The Producers / Mine Owners / Canalizing Agencies,
whose offered Iron Ore (Lump) is found technically
suitable shall later be notified the date of opening
of their commercial offer (already submitted by
them earlier with their technical offer in separate
envelopes), which shall be opened publicly before
the Price Negotiating Committee.

7. Validity of offer: Offer of FREIGHT for

for which the convenient date will be informed
accordingly, the Financial Proposal will be
opened publicly, on the same day during PNC

The tender for the subject procurement published
on 08.06.2008 needs to be amended as under:-
i) Validity of offer for FOBT
and FREIGHT will be10 days.
ii) Two envelopes i.e. TECHNICAL
and FINANCIAL proposals will be submitted on
the due date of 23.06.2008 separately.
ALL OTHER TERMS AND CONDITIONS WILL
REMAIN UNCHANGED.
